Porto Alegre will be the stage, next Saturday (8), of a state plenary for the participatory elaboration of the Pluriannual Plan (PPA) 2024-2027, which defines the priorities of the federal government for the next four years. The event will be attended by ministers Simone Tebet (Planning and Budget) and Márcio Macêdo (General Secretariat of the Presidency of the Republic), who will meet the press at 9:30 am, before the beginning of the plenary session, at 10:00 am.
The plenary is part of a series of meetings promoted by the federal government in all units of the federation, with the objective of incorporating the demands of civil society into the PPA. Until the 14th of July, 23 face-to-face plenaries will be held, in addition to two national inter-council forums and a digital platform that allows the direct participation of citizens.
Registration for the plenary sessions can be made in advance, on the PPA Participativo page, or in person before the beginning of each plenary session. The Brasil Participativo digital platform will be active until the 14th of July, and can be accessed by anyone registered with Gov.Br.
The PPA is the planning of the country’s priorities for the next four years, indicating paths to achieve them. Based on this plan, it is possible to construct budget laws that take into account the objectives of the programs. The program is a partnership between the Ministry of Planning and Budget, responsible for preparing the PPA, and the General Secretariat of the Presidency of the Republic, which articulates social participation. It also counts on the participation of the Ministry of Management and Innovation in Public Services, the Civil House and the Social Communication Secretariat of the Presidency.
The PPA preparation process relies on the participation of several federal government agencies. The General Secretariat of the Presidency of the Republic is responsible for systematizing the contributions of the population and forwarding them to the National Planning Secretariat of the MPO, which will adjust these contributions and submit them to the analysis of the technical teams of the related ministries for eventual incorporation into the plan. The PPA must be delivered to Congress by August 31, together with the Annual Budget Law (LOA), and is valid for the following four years.
