The government of Santa Catarina amended Decree No. 80, of March 20, 2023, which deals with the public health emergency situation throughout the state’s hospital network. The new decree nº 182 came into force last Friday (16) and includes six hospital units.
The new measure arose out of concern about the high occupancy rate of neonatal, pediatric and adult ICU (Intensive Care Unit) beds. Still, according to the government, the condition has worsened even more because of respiratory syndromes and dengue fever in Santa Catarina hospitals.

Decree proposes improvements in six hospitals in Santa Catarina
In the State, according to Decree No. 182, six hospitals in Santa Catarina located in Greater Florianópolis remain in a worrying emergency situation. In the region, the Carmela Dutra Maternity Hospital, the Santa Catarina Institute of Psychiatry and the Joana de Gusmão Children’s Hospital, the São José Regional Hospital, the Governador Celso Ramos Hospital and the Santa Teresa Hospital are part of the decree.
According to the state government, the new measure will also ensure the care and continuity of structural improvements in these hospitals. Among the proposed improvements are the adequacy of the building infrastructure and the systems of the medical gas (oxygen) networks, in addition, the decree establishes the restructuring of the electrical, hydrosanitary and air conditioning installations.
According to data from the Department of Health of Santa Catarina, the occupancy rate of ICU beds in Santa Catarina is 93.03%. The body points out that at the moment, there are about 85 ICU beds available in the State. In the Greater Florianópolis region, for example, the occupancy rate exceeds 97%.
Santa Catarina’s Secretary of Health, Carmem Zanotto, highlights the importance of this new decree. “The units have had serious structural and maintenance problems, as well as the need to expand services and hire staff due to the high demand for care,” she points out.
The secretary also explains that the decree will speed up service contracting, the acquisition of repair items and expansion work, and the cost of measures necessary to recover, respond and restore the normality of the provision of essential services and prevention, control and containment of risks of damage and harm to the health of the population.
Another measure adopted to address the worrying health situation in the state
With a worrying ICU bed occupancy rate in Santa Catarina, reaching 99% capacity, the state government and the State Department of Health signed, on May 29, the opening of 30 new ICU beds for the Hospital and Maternidade Imigrantes, in Brusque, in the Itajaí Valley.
The 30 beds available will be divided into ten for the adult ICU, ten for the pediatric ICU and ten beds for the neonatal ICU.
