Paulo Gustavo was born in Niterói (RJ), on October 30, 1978. He gained visibility as an artist even during his training and had a brilliant trajectory, in which he built and played several outstanding characters throughout his career. Sadly, he passed away early on May 4, 2021, due to complications arising from covid. However, his legacy for art and national culture was marked in history and was honored with the creation of the Paulo Gustavo Law.
A Law Paulo Gustavo (LPG) was conceived to simplify access to financial resources destined to culture, in addition to accelerating their distribution to cultural producers. The LPG provides for the transfer of R$ 1,960,662.01 to the city of Novo Hamburgo. These resources can be invested in supporting audiovisual productions and movie theaters, training, training and qualification in audiovisual, film clubs and festivals and exhibitions, in addition to other areas of culture. The destination and amount of resources depend on the guidelines that will be discussed starting from the Cultural Dialogues this Friday, the 26th (see details below), and in other agendas that will be released to listen to the cultural community and civil society, together with the Municipal Council for Cultural Policy.
Culture producers will have access to resources through public notices, public calls, awards, acquisition of goods and services or other forms of simplified public selection that will be promoted by states, municipalities and the Federal District. Individuals, companies, non-profit legal entities, such as associations, foundations and civil society organizations that operate in the area of culture, may apply for the LPG grant. In addition, the projects submitted to the Public Notice (which is being prepared by the Secretariat of Culture and will be published shortly), must be from the following areas:
Audiovisual
- Audiovisual productions;
- Refurbishment, restoration, maintenance and operation of movie theaters;
- Training, training and qualification in audiovisual;
- Support for film clubs;
- Organization of festivals and exhibitions;
- Conducting business roundtables;
- Memory, preservation, and digitization of works and collections;
- Support for observatories, specialized publications, research on the audiovisual sector;
- Development of rental cities;
- Support for micro and small companies;
- Independent video-on-demand services, whose catalog is composed of at least 70% of national productions;
- Licensing of audiovisual productions for broadcast on public television networks;
- Distribution of national audiovisual productions.
Other cultural areas
- Support for the development of creative economy and solidarity economy activities;
- Support, exclusively or in addition to other forms of funding, to agents, initiatives, courses, productions or cultural manifestations;
- Circulation of existing artistic and cultural activities;
- Development of artistic and cultural spaces, individual micro-entrepreneurs, micro and small cultural companies, cooperatives, institutions and community organizations that had their activities interrupted due to social isolation measures to face the pandemic.
FIRST MEETING OF CULTURAL DIALOGUES OCCURS THIS FRIDAY
The first Cultural Dialogue of the Paulo Gustavo Law will take place this Friday, May 26, at 4 pm, at Casa das Artes. The event is open to the community and aims to discuss the guidelines for applying the Law for the construction, jointly, of the action plan designed especially for the municipality, with the aim of encouraging cultural producers. The edition of the Dialogues will count on the presence of the director of Coordination and Governance of the Secretariat of the Culture Committees of the Ministry of Culture, Pedro Vasconcellos, the secretary of Culture, Ralfe Cardoso, the director of Culture, Alex Lassakoski, and the president of the Municipal Council of Cultural Policy, Denise Pacheco, to lead the conversation circle and listen to the suggestions of the cultural agents present.
