O governo Lula opened this Monday, the 22nd, the notice for the new More Doctors. Despite the discourse that the interest is to bring medical assistance to the corners of the country, the Southeast region will be the most served in the project — which will allow the entry of foreign professionals and Brazilians trained abroad without validating the medical degree.
In all, the new version of the program has 5,970 vacancies. Registration will be open from May 26th and will remain available until the 31st.
Mais Médicos vacancies will be distributed in 1994 municipalities in the country. According to the Ministry of Health, Brazilian doctors trained in Brazil will have priority in the occupation.
Foreigners and graduates abroad can participate in Mais Médicos without Revalida
Foreign doctors and Brazilians trained abroad will be able to participate in the program even without validating their diploma in Brazil. That is, without passing the National Examination for Revalidation of Medical Diplomas Issued by a Foreign Higher Education Institution (Revalidate).
In the past, PT governments hired Cubans in Mais Médicos without Revalida — and 70% of their salaries went to the Cuban dictatorship.
This will happen because the edict differentiates physicians into three profiles. Profile 1 is for “doctors trained in Brazilian higher education institutions or with a diploma revalidated in the country, registered with the Regional Council of Medicine – CRM”, which, according to the federal government, will have preference in the new version of the program.
Profile 2 will include “Brazilian doctors qualified to practice medicine abroad”. And profile 3, in turn, will be aimed at “foreign doctors qualified to practice medicine abroad”. That is, the last two cases do not require Revalidation.
For the former coordinator of Chronic Diseases of the Ministry of Health, Patrícia Izetti, the consequence of the notice is to attract more physicians without Revalida than trained in Brazil with CRM. This will happen, as he assesses, due to the salary considered low for the function.
The scholarship is BRL 12,300, and can go up to just over BRL 15,000 with aid. “Why is R$ 12,000 not attractive? Because a shift costs around BRL 800 in the simplest places”, explains Patrícia. “So, in a month, the professional earns more than R$ 12,000 in the big capitals or even in cities in the interior that have some hospitals”, she adds.
Thus, it would be necessary to pay more for the physician with a CRM, from profile 1, to leave a metropolis or an inner city with more diagnostic assistance for regions lacking health care.
“No Doctors in Brazil, in the Bolsonaro administration, there was already a higher initial value: more than R$ 15,000 plus subsistence allowance”, says Patrícia. “If the professional took the specialization test in Family and Community Health, he would earn even more. It can reach up to BRL 36,000 when the professional has a series of qualifications such as a doctorate and the position is really difficult to fill”, recalls the professional.
Southeast is the champion of vacancies in the new Mais Médicos
The performance of program professionals should start by the end of June. Although the Ministry of Health of the Lula government says that Mais Médicos “aims to guarantee medical care mainly in regions where care is lacking”, the Southeast is the region that will concentrate the most vacancies: a total of 1,787 (30%).
In second place comes the North, which will have 1,471 vacancies. The Northeast will receive 1,250 physicians through the program, while the South will have 1,079. The Midwest, in turn, will have the smallest part of the program’s professionals: only 383.
Among the states, the biggest beneficiary will be São Paulo, which will be able to hire 1028 physicians from the program. The one that will receive fewer professionals is Sergipe, which will be contemplated with only 29 doctors.

“Another issue that deserves attention is the number of vacancies made available by the program for states in the Southeast, such as São Paulo, to the detriment of regions with greater difficulty in providing medical care, such as the North and Northeast”, says the former coordinator of Chronic Diseases. of the Ministry of Health. “Even if São Paulo has occasional difficulties in providing care in specific places, such as complexes with greater violence, ways of working should be thought of that favor care by physicians who are already in these cities and with resources from those states.”
The professionals of the new Mais Médicos will have access to the specialization in Family and Community Medicine and the master’s degree in Family Health with 44 hours of weekly workload. 36 hours a week will be dedicated to essential activities and the other 8 hours will be dedicated to training.
