The Novo Hamburgo City Hall republished, this Tuesday, the 10th, the announcement with the new date for opening the envelopes of companies interested in the concession of municipal public transport, which will now be on February 14th, at 2 pm, at the Administrative Center Leopoldo Petry.
The bidding had been launched on April 5 last year, with the forecast of opening the envelopes with the proposals of the interested companies in May, which ended up not happening due to administrative challenges and which ended up in court in June.
Initially, the Justice of Hamburg had decided in favor of the Municipality, but Viação Hamburguesa appealed to the Court of Justice (TJ), which preliminarily granted a decision temporarily suspending the bidding process.
The company claimed, among others, that the bidding would have requirements that would specifically prevent its participation in the event, which was not proven. The TJ denied the appeal and authorized, last November, that the bidding be resumed in the format that had been held.
With the release, it was necessary to update the worksheet of reference values that form the value of the ticket, of items such as fuel, collective agreements for the category, among others. This work was carried out by representatives of the Municipal Attorney General’s Office, the Municipal Secretariat for Urban Development and Housing and the bidding sector during the month of December.
“The spreadsheet of values was from April last year and the bidding was suspended by the Justice in June, hence the need for updating”, explains the secretary of Urban Development and Housing, Roberta Gomes de Oliveira.
The maximum price for the ticket, provided for in the announcement, is R$ 5.8652.
The expectation is that there will be more than one interested in the event, as three technical visits had been made by interested companies, including one from outside Rio Grande do Sul. The competition is won by whoever presents the lowest tariff price, fulfilling the foreseen requirements.
The contract is for ten years, and may be renewed for another ten, if the goals defined in the public notice are achieved. The forecast is that the winner assumes the provision of services in up to six months. Among the planned changes are the implementation of trunk lines to connect the neighborhoods to the Center, circular lines in the neighborhoods, accessible buses, security cameras, an evaluation system and a panic button.
