The city of Cabo Frio, in Rio de Janeiro, received an amount of R$51 million more than expected, allocated by the Minister of Health, Nísia Trindade, according to an ordinance she signed last December. This information was provided by UOL.
The appointment of the minister’s son as Secretary of Culture of Cabo Frio, Marcio Lima Sampaio, attracted the attention of the National Congress. The press revealed this information and noted that the appointment took place last January, 21 days after the release of resources to the city.
According to SUS (Unified Health System) guidelines, the transfer of funds for high and medium complexity services that exceed the established limit requires the approval of state councils, which have representatives from the health sector. Ordinance 2,169/2023, responsible for justifying the transfer of R$55.4 million, refers to four approvals from the CIB (Bipartite Intermanagers Commission) of RJ. However, a study indicates that these approvals are only for the transfer of R$4.6 million.
In a statement, the Ministry of Health mentions a “divergence” in the ordinance numbers, but guarantees that it has received authorization for the transfer of funds. However, the body did not clarify the reason why the public action has not yet been rectified, even after four months of its publication in the Official Gazette of the Union.
Two months after the release of funds, the mayor of Cabo Frio, Magdala Furtado, abandoned the PL, Jair Bolsonaro’s party, and joined the PV. She announced that she will seek re-election with the support of the PT.
