Mayor Adiló Didomenico, of Caxias do Sul, sanctioned this Monday (11) a new Municipal Building Code through Complementary Law 760. According to him, the resumption of growth in civil construction in the city involves the changes made, which aim to give greater speed in processes and release of projects, reducing bureaucracy in legislation. “I want to thank the team at the Municipal Urban Planning Department (SMU) who understood the appeal of entering an era of greater modernity. Perhaps 100% of the market’s desires for change have not been achieved, but the new code represents a lot of progress”, said Adiló Didomenico.
The Secretary of Urban Planning, Giovani Fontana, in turn, thanked the sector entities that participated in the work of reviewing the materials that make up the complementary law. “Public authorities are no longer involved in the internal issues of construction, giving more autonomy but also responsibility. We will soon see practical results from this.” Fontana informed that a workshop will take place on April 25th, promoted by the city hall through the SMU, in which a presentation of the new legislation will be made to professionals in the area, in addition to explaining the format in which projects will need to be forwarded to reduce the response time to processes.
The text and new guidelines of the Municipal Building Code are the result of work carried out over four months and ten meetings that involved a Working Group (GT) formed by employees of the Municipal Urban Planning Secretariat and representatives of entities from the construction sectors. Architecture and Construction. Together, an analysis was made of complementary law 636, which until then established the Building Code. In July 2023, a symbolic act of delivering the draft of the suggested changes to the mayor was carried out. After due analysis, the document was forwarded to the Chamber of Councilors for a vote on amending the legislation.
The GT that carried out the review was made up of representatives from Sinduscon, the Sala de Arquitetos Association, the Association of Agricultural, Chemical and Geological Architectural Engineers of Caxias do Sul (SEAAQ), CREA, Mobi Caxias and the Riograndense Association of Architectural Offices (Asbea-RS) .
