In an initiative to provide transparency and detail the functioning of Recipe Certa, considered the ‘cashback’ of the Nota Fiscal Gaúcha (NFG) program, the Rio Grande do Sul Finance Department (Sefaz) released an informative summary. This document highlights the municipalities with the largest number of beneficiaries and those that obtained the highest average values per participant.
Revenue Certa, a tax return mechanism, redistributes a portion of taxes to citizens when there is an effective increase in ICMS collection from the retail sector. To benefit, consumers must be registered with the NFG and request the inclusion of the CPF on invoices during purchases, encouraging fiscal transparency and fair competition in the market.
In a historic milestone, the program announced in December the release of R$137.6 million, representing the largest distribution ever made. Beneficiaries, who exceed 2.9 million, have until March 10 to claim their prizes, with amounts starting at R$1. The refund of amounts is being managed by the State Revenue Service.
Participants can claim their prizes via application or site do NFG, accessing the “My Rewards” section after logging in. Redemption options include Pix, deposit into a current or savings account at Banrisul, always linked to the CPF registered in the program.
Leading Municipalities in Awards
Porto Alegre appears at the top of the list of municipalities with the highest number of people awarded – there are more than 500 thousand. The capital is followed by Caxias do Sul (Serra), which registers less than a third of eligible citizens. The list also includes Canoas (Metropolitan Region), Pelotas (South Region), Santa Maria (Central Region), Rio Grande (South Region), Gravataí (Metropolitan Region), Novo Hamburgo (Vale do Sinos), São Leopoldo (Vale do Sinos ) and Passo Fundo (North Region). In general, the cities in the top 10 are among those with the largest number of residents in the State.
When looking at the average value distributed to consumers, the top 10 is made up of smaller municipalities. As in the previous quarter, Capão Bonito do Sul (Serra) is the leader of the ranking: among the 290 winners, the prize passed on was, on average, R$62.10 for each one. The amount varies from taxpayer to taxpayer, as some scored higher and received larger amounts, for example.
In second place comes Santa Bárbara do Sul (Northwest), with an average of R$61.79. In third place is Pejuçara, in the same region, with R$60.29. The list is completed by Bozano, Colorado, Quinze de Novembro and Condor, in the Northwest; Salvador das Missões, in the Missions; Capão do Cipó, in the Central Region; and Saldanha Marinho, in the Northwest.
Considering the whole of Rio Grande do Sul, the average value for each person awarded is R$47.25. The highest reaches R$191.19.
How the Right Revenue Value is Calculated
The Right Revenue calculation is carried out quarterly, considering the retail ICMS collection over the last twelve months. In the last quarter analyzed, the real increase was 33.01%, resulting in an initial value of R$118.1 million. To this amount, R$19.5 million not previously redeemed was added, increasing the total available.
The premiums vary depending on the percentage increase in collection and the number of invoices with CPF registered by the consumer. In periods without an increase in revenue, the State Revenue redistributes the amounts not redeemed in previous rounds.
Other Benefits of NFG
In addition to Recipe Certa, NFG, with its 3.5 million subscribers, offers other advantages such as monthly draws, daily instant prizes through Recipe da Sorte, and discounts on IPVA with the Bom Cidadão program. Additionally, participants can nominate charities to receive financial contributions.
