Throughout 2023, Novo Hamburgo City Hall delivered 43 bills for analysis by the Chamber. One of the matters was removed from the agenda at the request of the Executive itself, but another 38 were taken to the plenary, where they were all approved. Four proposals, which were still being processed at the end of 2023, should have their analysis and discussion resumed from February, with the reopening of parliamentary work. Among them is the Bill No. 71/2023which restructures the Municipal Health Council.
Deliberative, consultative, propositional and supervisory in nature, the body seeks to improve the conditions of service to the population within the Health Unic System (THEIR). According or PL nº 71/2023, the board will now consist of up to 32 members, with half of the places guaranteed for user representatives. One room will be reserved for healthcare professionals. Two vacancies will be reserved for service providers and the other six will be reserved for representatives of the Executive. The latter will be appointed by the mayor, while the others will be chosen by an electoral college made up of qualified entities.
The group’s competencies include formulating strategies and controlling the implementation of municipal health policy; the search for universality, equity and free services provided; the deliberation and monitoring of sectoral policies; the approval of SUS planning and management instruments; monitoring, controlling and supervising financial transactions and budget execution; and participation in the organization of public health services. Each advisor will have two substitutes. The terms of office will be two years, with reappointment permitted. The activity is unpaid and the plenary sessions are open to the public.
Already justification, the City Hall explains that the reorganization of the council seeks to correct defects in current legislation and facilitate the functioning of the collegiate body. “The suggested review has the primary purpose of creating a more expeditious and flexible procedure for the admission of new entities to the Municipal Health Council, including clear guidelines for the withdrawal of entities that choose to no longer participate, ensuring that the updating and renewal of the council occurs without excessive bureaucratic obstacles”, highlights the document.
Processing of projects
When a project is filed with the Chamber, the proposal is initially analyzed by the Legislative Support Sector. If it is in accordance with Complementary Federal Law No. 95, which provides for the preparation, writing, amendment and consolidation of laws, and there is no missing necessary document, the matter is duly numbered and published in the Legislative Process Support System (SAPL) , where it can be accessed by anyone.
Subsequently, its menu is read in plenary during session hours. From there, it is forwarded to the Legislative Board to define which permanent committees should analyze it, according to the topic addressed. The text then goes to the Attorney General’s Office and the Committees Management. It will be the councilors themselves, within the committees, who will decide which projects can be put to a vote in plenary.
