President Luiz Inácio Lula da Silva (PT) launches this Thursday (23) the New National Plan for the Rights of People with Disabilities. According to the government, the investment forecast is in the order of R$6 billion.
The plan foresees actions by the federal government with the states in a program called “Living Without Limits”, which provides actions to include people with disabilities in schools and medical care, for example.
Brazil currently has around 18 million people with disabilities, more than half of whom are women.
The forecast is for 90 new polyclinics equipped with gynecological tables and accessible mammography machines and the training of 15 thousand guardianship counselors to intervene in situations of violence and violations against children, adolescents and people with disabilities.
The program also intends to renew the urban bus fleet for vehicles with accessibility and cleaner technology; the implementation of the National Center for Interpretation of the Brazilian Sign Language (Conecte Libras Brasil), offering a 24-hour translation and interpretation service for the Brazilian Sign Language; the training of 63 thousand teachers and 106 thousand managers in special education; and the promotion of 120 thousand new employment contracts for people with disabilities or those rehabilitated from the INSS in companies required to comply with the Quota Law.
The National Policy on the Rights of Persons with Disabilities will be managed by the Interministerial Chamber for the Rights of Persons with Disabilities, which will have a management committee formed by the Ministries of Human Rights and Citizenship; Civil House; Management and Innovation; Health; Education; Cities; Development and Social Assistance, Family and Fight against Hunger; Science, Technology and Innovation.
