The “twerk and voguing” movements drew attention at Em Prosa, the first meeting to mobilize health promotion in Brazil, held in Brasília from October 4th to 6th, 2023, organized by the Ministry of Health. Now, information obtained by the report deO TEMPO Brasília via the Access to Information Law (LAI) reveal the total cost of the event to public coffers: R$ 1.3 million.
This amount includes the controversial erotic dance performance, to the sound of the song Batcu, by drag queen Aretuza Lovi with funk singer Valesca Popozuda, which culminated in the dismissal of the server responsible for the event, Andrey Roosewelt Chagas Lemos. He held the position of director of Prevention and Health Promotion at the time.
Furthermore, the million-dollar value includes other artistic presentations, and expenses on administration, accommodation, physical spaces, food, transport, physical structure, human resources, consumables and office hours, in addition to air tickets.
The event, which lasted just two days, with the participation of 277 people from all over Brazil, had a total cost of R$ 1.358.687,53. The biggest expenses were recorded in airline tickets, representing an amount of R$ 433.334,39. Furthermore, the accommodation, which was R$ 110.721,48and physical spaces, totaling R$ 168.480,00.
Furthermore, according to the document received by the reporter, feeding the public cost R$ 169.185,00. Expenditure on the physical structure also stands out: R$ 326.313,60; consumables and office hours: R$ 72.705,00; administration fee: R$ 11.168,06; human Resources: R$ 58.530,00 and transport R$ 8.250,00.
The artistic presentations totaled R$ 16 mil. Among them, Fabiana Cozza, who received R$ 5.000,00followed by the Sambadeiras de Rodas do Cerrado, which received R$ 3.500,00. In addition, Jongo do Cerrado, Nzinga – Capoeira Angola, Casa ONIJA – Cultura e Arte Ballroom and Dança Charme – In the HOOD CEI were paid with equivalent amounts of R$ 2.000,00 each. Finally, Danças Circulares received an amount of R$ 500,00.
Saúde admitted that the presentation was ‘inappropriate’
The Minister of Health, Nísia Trindade, stated at the time of the event that she was surprised for the episode in which a dancer appears dancing to the sound of the song “Batcu”. He reiterated the “commitment of the Ministry of Health that its events reflect the conduct and guidance of the Health department and the Government led by President Lula”.
After the occasion, the ministry announced the creation of an events curatorship, linked to the minister’s office, to evaluate proposed participation in official events.

Em Prosa’s main objective was to promote the implementation of the National Health Promotion Policy (PNPS) in collaboration with health managers from all over Brazil. This was done through discussions on four fundamental axes: supporting the implementation of the PNPS through the sharing of ideas and experiences, promoting an expanded dialogue, encouraging participatory management and contributing to the definition of the territorialization agenda for health promotion in the country.
