On June 19, the São Leopoldo City Hall Management School will host the long-awaited Seminar on the Procurement Plan and the New Bidding Law. The event, which will take place on the second floor of the Administrative Center, will start at 7 pm.
The seminar, open to the public free of charge, is aimed at all entities, associates and entrepreneurs interested in public procurement. Among the topics to be discussed, the Cidade Empreendedora Program stands out, in addition to the presentation of the Public Procurement Axis, a project contextualized by Sebrae representatives.
On the occasion, the Municipal Purchasing and Bidding Department (SECOL) will publish the Annual Purchasing Plan and the Purchasing Booklet. This initiative aims to provide essential information for the participation of companies in bidding processes, in addition to presenting the volume of government purchases carried out by the municipality. The intention is to enhance and implement public policies that drive local growth through economic and social development, with special attention to promoting a favorable environment for micro and small companies.
Maurício Prass, Coordinator of the Entrepreneur Room, highlights the importance of the Annual Purchase Plan as a way of identifying supply opportunities for micro-enterprises, small-sized companies and individual micro-entrepreneurs (MEIs). According to him, “the objective is to warm up the local and regional market, creating a virtuous circle that integrates public authorities, society and the market. By purchasing products and services locally, the Public Administration boosts the economy, allowing income to circulate within the municipality itself”.
After this stage, there will be a lecture given by lawyer Edson Luís Kossmann on Law No. 14,133, of April 1, 2021. This law establishes general rules for bidding and contracting for direct, autonomous and foundational Public Administrations of the Union, States, of the Federal District and the Municipalities.
The final considerations of the seminar will be made by Juliano Maciel, Secretary for Economic, Tourism and Technological Development (SEDETTEC). Maciel emphasizes the importance of the participation of companies, entities, associates and the general public in the event, stating: “I invite all local entrepreneurs to participate in this activity, as it is an extraordinary opportunity to supply products to the City Hall. Our goal is to increasingly optimize the public procurement process, prioritizing local suppliers. Making the local economy turn internally is the objective, in a process in which everyone wins”.
