Rio Grande do Sul is the state in the Southern Region with the highest number of beneficiaries of the new Bolsa Família in March. From an investment of R$ 405.2 million by the Federal Government, 603,748 families will have an average benefit of R$ 676.04, a record in the history of the Federal Government’s income transfer program. The transfers cover 497 municipalities in the state.
Porto Alegre is the municipality with the highest number of beneficiaries. There are 83,237 families who receive an average amount of R$ 668.77, from an investment of R$ 55.6 million in the capital of Rio Grande do Sul. Another six municipalities in the state gather more than 14 thousand beneficiaries: Pelotas (20,884), Canoas (20,611), Viamão (19,172), Gravataí (17,153), Santa Maria (14,776) and São Leopoldo (14,400).
In its new version, the Bolsa Familia ensures a minimum transfer of R$ 600 and brings as its main novelty the Early Childhood Benefit, which guarantees an additional R$ 150 to each child between 0 and 6 years old in the family composition. There are 8.9 million boys and girls in this age group across the country, and a contribution of R$ 1.3 billion from the Federal Government. In Rio Grande do Sul, R$ 42.3 million will be allocated to the Early Childhood Benefit, which will benefit 284,456 children.
The March database also records that 17.2 million families are headed by a woman: 81.2% of the total. In Rio Grande do Sul, there are 493,000 families, or 81.7% of all beneficiaries, an average slightly higher than the national average.
The first month of the new Bolsa Família payment calendar marks two unprecedented milestones in the history of the Federal Government’s income transfer programs. A total of 21.1 million households will receive an average amount of R$670.33, the highest ever recorded. In addition, the more than R$ 14 billion investment represents the program’s monthly record.
STAGED PAYMENT
As usual with Bolsa Familia, payment is staggered. The schedule starts this Monday, 3/20, for beneficiaries with Social Registration Number (NIS) end 1. Transfers continue until the 31st. As of June, the amount invested will grow, as there will be an additional R$ 50 for each member of the family aged between seven and 18 incomplete years and for pregnant women.
More than an income transfer action, Bolsa Família is an instrument of the Federal Government’s strategy to reduce poverty, combat hunger and promote education and health. For this reason, the program once again emphasizes strategic conditionalities, such as the requirement of school attendance for children and adolescents from beneficiary families, prenatal care for pregnant women and updating the vaccination booklet with the immunizers provided for in the National Immunization Program of the Ministry of Health.

In Bahia, 2.56 million families are covered in 417 municipalities, based on an investment of R$ 1.6 billion. In São Paulo there are 2.55 million beneficiaries in 645 municipalities, and a contribution of R$ 1.7 billion from the Federal Government. In Rio, there are 1.8 million families in 92 municipalities, with a transfer of R$ 1.2 billion.
In the regional cut, the Northeast concentrates the largest number of beneficiaries in the country. There are more than 9.73 million families. The amount intended for payment in the 1,794 municipalities in the region exceeds R$ 6.3 billion. Of this amount, R$ 537 million are allocated to the Early Childhood Benefit. On average, each Northeastern family receives R$ 662.63.
The second region with the highest number of recipients is the Southeast. There, more than 6.31 million families will be served in March with an average value of R$ 669.77. In all, R$ 4.2 billion will be transferred to homes in 1,668 municipalities, of which R$ 403.24 million will be used to pay the Early Childhood Benefit.
The North Region brings together 2.59 million families covered in 450 municipalities. The average value of the benefit is R$685.97 and more than R$1.7 billion will be transferred. The Early Childhood Benefit accounts for R$ 187.35 million of this total.
In the South Region, more than 1.41 million families, in 1,191 municipalities, will receive an average benefit of R$ 682.91. The transfer is R$ 962.39 million, of which R$ 109.40 million are earmarked for the Early Childhood Benefit.
The Midwest Region will have 1.13 million families covered in 467 municipalities. The average benefit is the highest in the country: R$ 688.73. More than R$776.25 million will be transferred, with R$93.98 million going to the Early Childhood Benefit.
WHO RECEIVES
Bolsa Família is aimed at families in situations of economic and social vulnerability. To be qualified, they need to meet eligibility criteria, such as presenting income classified as a situation of poverty or extreme poverty. With the new legislation, families with incomes of up to R$ 218 per person have access to the program. Families need to have updated data in the Cadastro Único and the selection considers the poverty estimate, the number of families assisted in each municipality and the budget limit.
