For the fifth time in the period, the parliamentarian dedicated himself to legislating in support of the animal cause. This time, the text seeks to prevent the Chamber and Executive of Novo Hamburgo from appointing or keeping citizens convicted of the crime of mistreatment in commission or public functions.

In practice, Complementary Bill No. 1/2023 includes a new paragraph in Law No. 3,261/2020, which defines criteria and prohibitions for the appointment of positions in municipal powers.
The prohibition proposed by Coller would apply to professionals convicted in the last eight years in a final decision or issued by a collegiate judicial body. “The project aims to include in local legislation a crime that happens frequently in our society”, explains the author.
Processing of projects
When a project is filed in the Chamber, the proposal is initially analyzed by the Legislative Support Sector. If you are in line with Complementary Federal Law No. 95which provides for the drafting, drafting, amendment and consolidation of laws, and no necessary documents are missing, the matter is duly numbered and published in the Legislative Process Support System (SAPL), where it can be accessed by anyone.

From there, it is forwarded to the Legislative Board for the definition of which permanent committees should analyze it, according to the theme addressed. The text then goes to the Attorney General’s Office and to the Management of Commissions. It will be the councilors themselves, within the committees, who will decide which projects can be taken to a vote in plenary.
