The partnership between the Federation of Associations of Municipalities of Rio Grande do Sul (FAMURS) with Besouro de Fomento Social and the startup WISE Innovation resulted in unprecedented content, a publication that brings together two implementation guides: the Entrepreneurial Initiatives and the Innovative Initiatives.
There, actions are identified to inspire cities to be more entrepreneurial and innovative in their public policies. There is a north for both municipal managers and legislators.
In the innovation part, seven thematic areas are addressed: economic development, education, agriculture and food, housing, health, mobility and creative economy. Leaders will be able to better understand the importance of innovating to generate talent, foster entrepreneurship, attract large technology companies and build a new mentality in the public service to face the challenges of the coming years.
In the content it is possible to find the “pathways to innovation” through steps ranging from the use of methodologies such as Lean Startups and Canvas to the use of the empathy map.
The guide also focuses on clearly explaining how to use the legislation in your favor, as in the case of the Regulatory Framework, the Municipal Innovation Law, the Digital Government Law and the Legal Framework for Startups.
Among the successful cases are innovation hubs such as Instituto Caldeira, Associação Catarinense de Tecnologia (Acate), Ágora Techpark, Porto Digital, and events that cities should be inspired and follow, such as the South Summit, Web Summit , Collision, Gramado Summit and SXSW.
Cities that already use innovation as a tool for social transformation are also highlighted in the guide, including Barcelona, Singapore, Medellin and Recife.
The entrepreneurship guide, on the other hand, provides subsidies for productive inclusion policies, solutions to promote local entrepreneurship and examples of successful initiatives, existing legislation, proposals already prepared by localities and governments in Rio Grande do Sul and Brazil and guidance on human and physical resources needed for different actions.
