A Caxias do Sul Revenue Secretariat continues to reap results from the new management model implemented in 2022. After restructuring, teams have achieved successive reductions in the average period for issuing ITBI (Tax on the Transfer of Real Estate) forms.
Currently, the average waiting time for the document is one business day. Guides for the acquisition of real estate with financing are even released on the same day of the application protocol. ITBI is the property transfer tax collected for the registration of the transfer of assets.
The secretary of the folder, Roneide Dornelles, said that the construction of the result stems from the quality of the technicians and the participation of the City Council, the notary offices and representative entities of civil society. “The mayor and I knew the problem. We listen to the demands of entities and notary offices, and the secretariat team. We realized that everyone wanted the same. Councilors played a fundamental role in the joint construction of solutions that culminated in the mayor forwarding proposals for legislative changes that were approved in their entirety. We systematically work for definitive solutions to the difficulties we face. And that is what we want for ITBI”, he pointed out.
The Director of Real Estate Income, Rosa Maria Borges, adds that the result is in line with the effort undertaken by the team to deliver a service with ever-increasing quality. “This effort starts at the service desk and feeds into all the other stages of the process. The new results-based management model consolidated at the secretariat in 2022 also exerts influence,” he explains.
ITBI manager, Lívia Brum Ries, projects that demand for issuing ITBI guides should grow based on economic scenarios, influencing deadlines. But she points out that the team understands that it is essential to support the recovery of the real estate market in Caxias do Sul through actions such as reducing the deadlines for issuing ITBI guides.
Dornelles also comments that the drastic reduction in the period for releasing ITBI guides asserts the Municipal Revenue’s commitment to consolidate itself as a transforming body for the recovery and strengthening of the economy of Caxias do Sul. “This action complies with the guidelines outlined by the Municipal Public Administration for leveraging the real estate and civil construction sectors,” he observed.
