In São Leopoldo, the Municipal Secretariat for Human Rights (Sedhu) is the body responsible for creating parking cards for the elderly and People with Disabilities (PwD’s). This document is necessary to use the preferential parking spaces throughout Brazil.
Sedhu’s head of service, Joseane Atkinson, points out that the card for seniors guarantees the use of reserved spaces, but does not grant exemption from parking fees. For PwDs, payment exemption is provided for a period of two hours.
Check the required documents:
Card for the elderly
- Driver’s license or ID;
- Proof of residence in the person’s name.
Card for PCDs
- Driver’s license or ID;
- Proof of residence in the person’s name;
- Medical report issued less than 90 days ago with name, International Disease Code (ICD), CRM and doctor’s signature (in case of update, hand over the expired card).
– To request a second copy, due to loss or theft, present the Police Report (BO).

To register, you must send the documentation to the email: [email protected]. Service can also be provided directly at Sedhu, located on the 3rd floor of São Leopoldo City Hall. The expected delivery time is up to 15 days.
