A group of nurses and members of the Piauí Nursing Union (Senatepi) held a protest this Monday (23) in Teresina, to denounce that health professionals are not receiving the full national nursing minimum. The minimum wage must be paid to nurses, nursing technicians, nursing assistants and midwives (see the amounts below).
In a note, the Municipal Health Foundation (FMS) informed that it needs the sanction of a municipal law to be authorized to transfer the resource to supplement the professionals’ salaries. The municipal law is necessary and must be approved by the City Council. Read the note from City Hall below.
The protest took place in front of the Teresina Emergency Hospital (HUT). According to Senatepi, the appeal that is overdue refers to Amendment 127, which establishes that salaries must be supplemented by an appeal from the Union.

“This delay is not justified, because it is a resource linked to Amendment 127, which comes directly from the Union. It does not have to take a penny from the city hall’s accounts”, said Erick Ricelly, president of Senatepi.

The Federal Congress enacted a constitutional amendment that provides sources for the payment of the minimum salary for nurses, nursing technicians and assistants and midwives on December 22, 2022. The text establishes that surplus sources of public funds may be used to pay for the floor between 2023 and 2027.
In 2021, the funds’ financial surplus was R$20.9 billion. The annual cost of category floors is estimated at R$18 billion.
The law was sanctioned in August 2022 by then-president Jair Bolsonaro (PL), but it did not provide for the source of the resources and ended up suspended by decision of the Federal Supreme Court (STF). To resolve the issue, Congress voted on a proposal providing for funding sources.
The proposal included an excerpt in the Constitution to oblige the Union to provide additional financial assistance to states, municipalities and philanthropic entities.
The text sets the national minimum wage for nurses in the public and private sectors at R$4,750, a value that serves as a reference for calculating the minimum salary for nursing technicians (70%), nursing assistants (50%) and midwives (50%). ):
- Nurses: R$4,750;
- Nursing technicians: R$3,325;
- Nursing assistants: R$2,375;
- Midwives: R$2,375.

Regarding reports of problems in the HUT structure, the hospital management reported that the supply of inputs, materials and medicines occurs gradually, and that all efforts are being made with suppliers to normalize the situation as quickly as possible.
Regarding problems with air conditioning, HUT reported that the process for the emergency purchase of a new air conditioning unit was completed and published in the Municipality’s Official Gazette.
