An ophthalmological care program designed by senator Davi Alcolumbre (União Brasil-AP), in Amapá, left 103 patients who underwent surgery with infection. Of these, 40 had serious complications, such as punctured eyes, and are recommended for corneal transplant surgery. The Amapá Public Ministry is following the case and issued a series of recommendations last week.
The Mais Visão program was started under the administration of former governor Waldez Góes (currently at PDT), who became minister of Regional Development in the government of Luiz Inácio Lula da Silva (PT) thanks to Alcolumbre. The current governor, Clécio Luís, was once a member of the senator’s office and was elected with his support.
The action was widely used by Alcolumbre in the election campaign, and is constantly mentioned by him on social media. On his website, he says he is “the creator and enabler” of the program. In news published by the government while Waldez governed, Alcolumbre was always cited as the person responsible for articulating resources for the program, sent via parliamentary amendments.
In a note, the senator stated that he was aware of the situation and that “he is following the case, being periodically informed by the Health Department of the State of Amapá and by the coordination of Mais Visão”. “The senator demanded that all service provision measures in patient care be adopted”, he pointed out. The impacted patients were all treated on September 4th. On that date, 140 people underwent cataract surgery, and 103 developed problems days later.
Last Friday (6/10), the MP issued a recommendation that the State Department of Health immediately suspend the transfer of resources to the organization Centro de Promoção Humana Frei Daniel de Samarate – Capuchinhos, responsible for the program. The organization has a signed agreement with the government, but hires another company, Saúde Link SS, which performs the surgeries.
The Capuchinhos Center has had a partnership for ophthalmological care with the Government of Amapá since 2020. The extract from a 2021 contract, for example, shows the expected transfer of R$29.9 million to the organization to provide services for just five months.
