The Comptroller General of the Union (CGU) reported this Wednesday (4.Oct) that it carried out, preventively, five audits on hiring notices for federal hospitals and institutes based in the city of Rio de Janeiro. According to the agency, the action prevented at least R$8.33 million from being wasted on purchasing overpriced hospital supplies and services.
The CGU explains that the audits were carried out with the support of the automated tool ALICE (Tender, Contract and Notice Analyzer) and “in notices for the acquisition of inputs and services for the National Cancer Institute, Hospital Federal de Ipanema and the Hospital Federal dos Servers of the State of Rio de Janeiro”. “In all evaluations, the Comptroller General of the Union presented recommendations for adjustments and corrections before the conclusion of the competitions”, adds the statement.
In one of the audits, carried out at the José Alencar Gomes da Silva National Cancer Institute, the auction for the acquisition of medical-hospital gloves had an estimated value of R$11 million for eight items. “With the help of ALICE, the risk of the Unit making acquisitions at prices higher than those practiced in the market was identified. The CGU’s preventive audit recommended a new price estimate, and the bid was set at R$5.1 million, preventing the Federal Government from spending around R$5.95 million in relation to the initial value”, adds the body.
At the Ipanema Municipal Hospital, says the CGU, “there was an indication of overpricing in the acquisition of gloves by R$2.3 million”. “The Comptroller General of the Union analyzed Auction No. 15/2021, which aimed to choose the most advantageous proposal for the acquisition of Hospital Medical Materials – Gloves, with an estimated value of R$34 million. It was observed, however, that the same price research was used as in the auction for n. 05/2021 and upon recommendation from the CGU, the event was suspended and a new price estimate was carried out”.
According to the statement, the new analysis reduced the total value of the auction by R$2,381,663.00. “On July 21, 2021, the auction was held and all items were purchased for unit values equal to or lower than those estimated by the unit, totaling the amount of R$ 14,315,793.42”.
The Tender, Contract and Public Notice Analyzer was launched by the CGU in 2015. In 2023, from 16,743 purchases analyzed in the country, the tool issued alerts that resulted in the suspension of 59 purchases worth approximately R$3.1 billion and the cancellation of three purchases worth around R$132 million.
