A Novo Hamburgo City Hall concluded the accounting of revenues and expenses accumulated from January to August this year. The budget balance, presented at a public hearing at the City Council on Friday, 29, shows a collection of R$999.4 million, an increase of 9.7% compared to the same period of the previous year.
Surplus and budget forecast
The increase in revenue exceeded the inflationary variation, allowing the municipality to end the month of August with a surplus of R$109 million. Expenses settled totaled R$890.3 million. The revenue realized in the first eight months represents 63% of the budget forecast for the entire year 2023.
Pension balance
The pension balance also presented a positive result, with revenues exceeding expenses by almost R$35 million.
Public hearing
The public hearing to analyze the Executive’s accounts was led by the president of the Legislative Finance Commission (Cofin), Raizer Ferreira (PSDB), and was attended by the commission’s secretary, Cristiano Coller (PTB), and the councilors’ advisors Inspector Luz (MDB), Lourdes Valim (Republicans) and Tita (PSDB). The budget execution and fiscal management reports were presented by accountant Angelita Nazário, an employee of the Municipal Finance Department.
Payroll
Payroll expenses were once again segregated into two distinct numbers. The one valid for the National Treasury Secretariat (STN) indicates total personnel expenses between September 2022 and August 2023 of R$ 389.4 million, which corresponds to 34.1% of the net current revenue for the period, calculated in R $1,142,242,766.38. However, if the criteria adopted by the State Audit Court (TCE-RS) were observed, the accumulated value was R$560.8 million (43.6%). The difference is due to the fact that the state body also considers expenses with employees of the Health Foundation. In any case, both percentages remain below the limit for issuing an alert, established at 48.6%.
Investments in health and education
The data released by City Hall also recorded a net consolidated debt of R$573.1 million, a decrease of 7.9% compared to August last year, and detailed the resources allocated to the areas of health and education. Investments in public health actions and services were almost R$85.1 million, which is equivalent to 19.9% of revenue resulting from taxes and constitutional transfers. The index remained above the 15% predicted by the Brazilian Magna Carta.
Expenses for maintenance and development of education, which should reach a quarter of the same share of revenue, are calculated at 24.6% (R$ 106.5 million). Historically, the minimum percentage of 25% is usually only reached in the third four months.

The City Hall guarantees that all information, as well as further details, can be found on the Transparency Portal. Four-monthly reporting is provided for by Federal Complementary Law No. 101/2000, which structures the inspection and control of state and municipal spending, in addition to promoting transparency in public finances.
